# FCS Global Advisors / First Coast Security — corporate, personnel and contract inquiry **Updated:** 2026-10-14. **Status:** archived prior research and user-supplied company description; linked original sources not re-opened during this import. ## Executive finding The strongest **documentary lead** is a First Coast Security government proposal, reportedly dated 2019, that identifies **“FCS Investigative Division LLC”** as a licensed investigative-agency **subsidiary** and describes **James M. “Jim” Casey** as an executive vice president/chief business development officer and government contract manager. The document is preserved by exact government-hosted URL [S01](../sources/source-register.md#s01). This is a proposal's own representation; independent equity/control records are still required to prove the corporate relationship. The firm marketed as **FCS Global Advisors** reportedly offered investigative and advisory services around 2020–2021, but **a distinct incorporated entity or legally completed spin-off under that exact name is not established**. A Florida LLC lineage reportedly runs from **James M. Casey, LLC** to **Intelacht Group, LLC**, **FCS – Investigative Division, LLC**, and **JMC Global Advisors, LLC**. See [entity dossier](../node/organization/FCS-Global-Advisors/README.md) and official registry search lead [S02](../sources/source-register.md#s02). **Crucial separation:** Federal Protective Service guard awards in the conversation were attributed to **First Coast Security Solutions, Inc.**, not automatically to FCS Global Advisors or Casey's investigative LLC. No source preserved here establishes First Coast guards at the **RNC or DNC on January 5–6, 2021**, or a direct FCS Global Advisors federal prime award. ## Corporate chronology (reported; Sunbiz verification required) | Date | Name / relationship | |---|---| | Jan 2012 | Florida entity L12000001874 reportedly formed as James M. Casey, LLC | | Sep 16, 2013 | Reported legal rename to Intelacht Group, LLC | | Jan 29, 2018 | Reported legal rename to FCS – Investigative Division, LLC | | Circa 2020 | FCS Global Advisors brand reportedly used for investigations/advisory services | | Nov 25, 2020 | Reported legal rename to JMC Global Advisors, LLC | | Late 2024 | First Coast Security reportedly acquired by ICTS Europe; exact entity, date, and transaction unverified | The LLC's reported EIN is **45-4171315**; independently verify before using as a procurement search key. The First Coast proposal's word **“subsidiary”** does not, without shareholder/member filings, resolve legal ownership. “FCS” is shared terminology, not an award-recipient identifier. ## Personnel and professional network | Person / account | Reported role or relationship | Confidence boundary | |---|---|---| | [Jim Casey](../node/person/James-M-Casey/README.md) | FCS Global Advisors president; First Coast executive named in proposal | Organizational profile plus proposal lead [S01](../sources/source-register.md#s01) | | [E. Bland Cologne](../node/person/E-Bland-Cologne/README.md) | First Coast founder; reported FCS board | User profile; board appointment dates unverified | | [David Brant](../node/person/David-Brant/README.md) | Former NCIS Director; reported FCS board | User profile; appointment dates unverified | | [Kevin R. Brock](../node/person/Kevin-R-Brock/README.md) | Former FBI/NCTC intelligence executive; reported FCS board | User profile; appointment dates unverified | | [David B. Shoar](../node/person/David-B-Shoar/README.md) | Former sheriff; reported FCS board; Casey client/associate in 2013 | Board timing unverified; archived report [S06](../sources/source-register.md#s06) | | [Fred Burton](../node/person/Fred-Burton/README.md) | User-described Casey social-media interaction | **Not** established as employee/advisor; DSS background, not FBI | | [James A. Gagliano](../node/person/James-A-Gagliano/README.md) | User-described Casey social-media interaction | **Not** established as employee/advisor | | [@AllThingsNatSec](../node/person/AllThingsNatSec/README.md) | Tagged account, operator unidentified | **Not** established as employee/advisor; identity claims unverified | A reported **March 28, 2013** Casey report for Sheriff Shoar on the Michelle O’Connell death investigation [S06](../sources/source-register.md#s06) predates the FCS Global Advisors brand and cannot be counted as a 2020 FCS Global Advisors engagement. The reported **$800 fee** lacks an archived invoice. ## First Coast Security Solutions federal guard awards | Award ID | Reported sites / work | Amount/term and caveat | |---|---|---| | **HSHQEC13D00001** | FPS PSOs: 800 K St NW, 810 7th St NW, 801 I St NW, 799 9th St NW, DC | Reportedly awarded 2012; ~$21.5m obligated through 2018, unverified | | **70RFP218FREC00007** | Delivery order for three DC PSO sites | Reportedly Oct 2017–May 2018, ~$995,325.78; exact sites **not established** [S03](../sources/source-register.md#s03) | | **HSHQEC13D00015** | FPS PSOs: 1310 L St NW and Postal Square, 2 Massachusetts Ave NE | Reported May 2013; ~$31.6m **potential ceiling**, not actual obligations | | **70RFP218DEC000014** | FPS Armed Guard II IDIQ | Reported from 2018; detailed sites not preserved | | **70RFP220FREC00077** | Maryland FPS task order | Reported May 2020; specific sites not preserved | Also reported: First Coast coverage of **SEC 100 F Street NE** and Arlington, Virginia, but award identifiers/periods are missing. See [full contract register](../sources/contract-register.md) and [NLRB Postal Square docket S05](../sources/source-register.md#s05). A Secret **facility** clearance requirement does not imply an individual guard's clearance. The follow-on SAM opportunity [S04](../sources/source-register.md#s04) was used to infer possible delivery-order sites at **810 7th St NW, 801 I St NW, 717 14th St NW**. **This is unconfirmed** without the delivery-order statement of work. ## Relevance to pipe-bomb and “1776 Returns” locations RNC **310 First St SE** and DNC **430 South Capitol St SE** are **not exact-address matches** for the listed First Coast FPS sites. Postal Square **2 Massachusetts Ave NE** is not Russell Senate Office Building **2 Constitution Ave NE**. Congressional buildings, Supreme Court, and CNN have different security governance; no First Coast/FCS contract there is established. See [facility comparison](geography-facility-comparison.md). The “1776 Returns” building list and original document are **not authenticated in this archive** [S13](../sources/source-register.md#s13). Geographical coincidence does not establish security staffing, criminal involvement, or conspiracy. ## Related company comparison The user supplied an unnamed LinkedIn career excerpt covering **ARES Defense Group**, **Tier 1 Group**, **Response Team Protection**, **Colorado Security Agency**, and **RNC security operations**. **No direct tie to Casey or FCS is established by that excerpt.** The profile's RNC role starts in **August 2022**, not January 2021; the profile's identity remains unverified. See [connection check](security-contractor-connections.md) and [person record](../node/person/Unidentified-Security-Executive/README.md). ## Source and follow-up priorities - [S01](../sources/source-register.md#s01): inspect proposal exact date, pages, licenses, and Casey title. - [S02](../sources/source-register.md#s02): obtain complete Florida LLC name and ownership history. - [S03](../sources/source-register.md#s03), [S04](../sources/source-register.md#s04), [S05](../sources/source-register.md#s05): verify federal awards, site SOWs, performance periods, and labor-case dates. - [S06](../sources/source-register.md#s06): obtain Casey report pages, invoice and conflict disclosures. - Obtain RNC/DNC security vendor records for **January 5–6, 2021**, not later career histories. - Seek direct prime/subcontract awards, clients, board appointments, and 2024 acquisition records. **Assessment:** Documented or reported professional/corporate relationships merit investigation, but **no supplied evidence implicates FCS, First Coast Security, Casey, or the listed companies in pipe-bomb placement**. See [claim ledger](../evidence/claims-and-status.md) and [open leads](../leads/open-questions.md). ## 2020 Jacksonville RNC — new contemporaneous evidence A [separate report](2020-jacksonville-rnc-fcs-security.md) archives user-supplied **April 28 and July 13, 2020 First Coast Security Facebook posts**, Casey's directly retrieved **July 1 podcast transcript**, July 10 First Coast News indexed report, and July 21 WJCT article. The material supports **public promotion of FCS Global Advisors' Jacksonville RNC-related security consulting**, while **specific clients, contracts and payments remain unverified**. The **2020 Jacksonville component** was canceled July 23; the **January 2021 Washington, DC RNC pipe-bomb location** is a different setting. An October 14 host-committee [127-page FEC filing](../sources/2020-jacksonville-host-committee-fec-review.md) has no FCS/Casey text matches in the retrieved extract, but this is not a comprehensive negative finding. The City of Jacksonville's reported **security-grant consultant was Wheeler**, not FCS [municipal source note](../sources/2020-jacksonville-municipal-costs.md). ## October 2026 original-record verification The previously uninspected [Florida DMS state contract](../sources/2019-2020-florida-state-guard-contract-first-coast.md), [Sunbiz registry](../sources/2012-2026-sunbiz-l12000001874-entity-history.md), [NLRB Postal Square case](../sources/2014-nlrb-05-rc-123957-postal-square.md), and [Citizens Jacksonville 2020/22 procurement](../sources/2020-2022-citizens-jacksonville-guard-procurement.md) were directly retrieved on **Oct. 14, 2026**. They confirm Casey's state guard-contract role, successive LLC legal names, a **2026 administrative dissolution**, a **2014** First Coast Solutions DHS guard unit, and a **2020 First Coast bid that Allied Universal won** for Citizens Jacksonville. The state term contract, specific RFQ and NLRB record describe **different legal entities and time periods**. See [integrated primary-record audit](2026-10-14-fcs-legal-entity-and-procurement-audit.md), [claim ledger](../evidence/2026-10-14-fcs-contract-claim-ledger.md) and [records plan](../leads/2026-10-14-fcs-contract-entity-records-plan.md). None establishes security coverage of 2021 DC RNC/DNC sites or involvement in pipe-bomb placement.
