# Open leads and source-acquisition priorities **Updated:** 2026-10-14. These are investigative questions, not accusations. ## Priority A — case evidence and security 1. Obtain official case charging documents, court docket, sworn testimony, and precise procedural status for the reported Brian J. Cole Jr. allegation. Record docket, filing date, quoted allegations, and subsequent rulings. 2. Obtain authenticated January 5–6, 2021 CCTV/video metadata, original time zones, route segments, gaps, evidence transfer logs, and device-discovery chronology. 3. Identify RNC and DNC security employers, named posts, contract periods, and response procedures on **January 5–6, 2021** from procurement, property-management, payroll/roster, or sworn sources. 4. Determine whether the LinkedIn excerpt subject is Kenneth Capolino; find the original public profile URL and verify employment dates independently. **Do not merge identities based solely on an unlabelled excerpt.** 5. Obtain original “1776 Returns” document, authentication/chain-of-custody, publication date, and accurate building list. ## Priority B — FCS legal entities and government contracts 6. Pull full Florida Sunbiz record and document images for **L12000001874**: names, managers, ownership, DBAs, addresses, and filing chronology. Check whether **FCS Global Advisors** was a DBA/marketing name, separate LLC, or division. 7. Obtain First Coast Security corporate ownership records and determine whether the 2019 proposal's term **subsidiary** reflects actual ownership of FCS – Investigative Division, LLC. 8. Retrieve full FPS IDIQs **HSHQEC13D00001**, **HSHQEC13D00015**, **70RFP218DEC000014**, and orders **70RFP218FREC00007**, **70RFP220FREC00077**, including SOWs, periods of performance, modifications, site lists, and award recipient identifiers. 9. Establish exact First Coast post coverage at **2 Massachusetts Ave NE**, **100 F St NE**, and each NW federal office site on **2021-01-05**, not merely at some earlier date. 10. Verify whether **FCS Global Advisors/JMC Global Advisors/Intelacht/FCS Investigative Division** received **direct** federal prime awards; separate from First Coast Solutions/Services awards. 11. Confirm reported late-2024 ICTS Europe acquisition: closing date, acquired legal entity, parent chain, and post-acquisition control. ## Priority C — professional relationships 12. Find original @Jim_Casey_ post and thread with @fred_burton, @JamesAGagliano, @AllThingsNatSec; preserve exact URLs, post dates, and screenshot hashes. Do not equate social contact with membership. 13. Seek published personnel lists, advisory-board announcements, contracts, and biographies for Casey, E. Bland Cologne, David Brant, Kevin Brock, and David Shoar; date each appointment. 14. Research corporate registrations and principals for **ARES Defense Group LLC**, **Tier 1 Group LLC**, **Response Team Protection Inc.**, and **Colorado Security Agency**. Test shared principals, licenses, subcontracting, and payments against FCS/Casey, rather than relying on common security-sector work. 15. Obtain contemporaneous records for Casey's 2013 engagement by Sheriff Shoar, including contract, invoice, fee, and disclosures. The $800 amount remains unverified. ## Evidence handling Record a dated negative search only with scope, database, search terms, exact legal names, and date ranges. Never turn lack of a result into a definitive statement of non-association. Attach each newly acquired source to [source register](../sources/source-register.md) and [claim ledger](../evidence/claims-and-status.md). ## Priority D — 2020 Jacksonville RNC and 1986 DSS 16. Obtain April 28 and July 13 First Coast Security Facebook original post URLs and preserve the user-supplied screenshots with hashes [S16–S17](../sources/source-register.md#s16). 17. Obtain full July 10 Heather Crawford First Coast News video/transcript and July 21 WJCT audio [interview comparison](../sources/2020-july-casey-interviews.md). 18. Review **all** Jacksonville Host Committee FEC filings and vendor exports; the October 14 filing has no FCS/Casey matches **in retrieved text only** [filing note](../sources/2020-jacksonville-host-committee-fec-review.md). 19. Obtain city October 6 reimbursement invoice, September 1 Council Auditor report and Wheeler invoices; reconcile **$66,777.50** versus **~$69,777** [municipal costs](../sources/2020-jacksonville-municipal-costs.md). 20. Obtain Casey/Burton 1986 assignment records, Burton's *Ghost* p. 221 and accessible Lockerbie testimony; same DSS organization is supported, **same unit not established** [DSS report](../reports/casey-burton-dss-overlap-1985-1987.md). See [targeted Jacksonville acquisition checklist](2020-jacksonville-rnc-source-gaps.md). ## Priority F — newly verified FCS corporate and procurement leads (2026-10-14) 25. **FDACS Class A investigative license**: independently verify the **2019 technical proposal's** claim that FCS Investigative Division LLC was licensed; record licensee, date and any controlling officers [source](../sources/2019-2020-florida-state-guard-contract-first-coast.md). 26. **Sunbiz originals and corporate control**: inspect image-based amendments for **L12000001874**, verify First Coast Services/Solutions separate corporate filings, and establish whether **FCS Global Advisors** was a registered fictitious name [source](../sources/2012-2026-sunbiz-l12000001874-entity-history.md). 27. **Customer-level spending**: obtain Florida DMS **92121500-20-1** purchase orders and Citizens' June 2020 minutes/RFQ scoring. The latter procurement documents **First Coast's losing quote**, not all possible clients [source](../sources/2020-2022-citizens-jacksonville-guard-procurement.md). 28. **2014 vs 2021 DC security staffing**: obtain FPS task-order modifications/rosters before inferring that [2014 Postal Square NLRB unit](../sources/2014-nlrb-05-rc-123957-postal-square.md) operated on January 5–6, 2021. 29. **2026 legal status**: Sunbiz records administrative dissolution **Sep. 25, 2026**; recheck for reinstatement before making a future current-status claim. Do not infer wrongdoing from filing status. See [full acquisition matrix](2026-10-14-fcs-contract-entity-records-plan.md). ## Additional operational evidence priorities — 2026-10-14 - Obtain original **AOC Jan. 5, 2021 21:10 email/exhibits**, USCP decision and Jan. 6 **13:28** AOC work request; distinguish the person who relayed a request from its originating authority. - Obtain AOC contractor load/escort records and full contemporaneous East Front barrier maps; establish whether the interrupted delivery would have been operationally useful after the attack had started. - Obtain USSS protective advance assignments, canine request, site-coordinator/EOD dispatch and DHS OIG annexes for the DNC. - Obtain the **September 20, 2024 Amtrak letter** and train-control records, VRE dispatch log, and USCP notification orders for Jan. 6, 2021. - Acquire full Hasberry interview **CTRL0000062450**, especially pp. 49-62, and identify the witness in **CTRL0000071087** before attributing that transcript. - Examine whether any document provides **direct intent evidence** connecting Jan. 5 pipe-bomb placement to AOC barrier logistics; temporal proximity alone does not. Full prioritized plan: [DNC response documents](2026-10-14-dnc-response-document-requests.md) · [directness index](../sources/2026-10-14-dnc-response-primary-source-index.md). ## Additional source-specific acquisition tasks (October 2026) - Obtain the FBI's **Apr. 21, 2021 4:39 p.m. email** with attachments. The 2025 House report cites it under three different topics (shoe lead, backpack enhancement, DNC phone user). Verify whether topics originate in the same email/thread and separately establish each case outcome. [Provenance report](../sources/2025-01-02-house-april21-email-cross-domain-footnotes.md). - Reconstruct **VOI1**'s Jan. 5 chronological exclusion using original 3181 and 4472 CCTV (report footnotes mistakenly or anomalously dated Jan. 6), Jan. 17 88-IMSI EDR, Jan. 20 84-VIN response and Feb. 5 case memo. [Records checklist](2026-10-14-voi1-april21-records-request.md). - Obtain original **RNC MAIN OPS 2** and **EVENT 1** audio, recording-start time and channel handoff, then synchronize to cameras; do not convert recording offsets to wall-clock by assumption. [Source index](../sources/2026-10-14-rnc-response-primary-source-index.md).
